LOS ANGELES (AP) ? A disaster preparedness exercise to ensure California's child support system could be run remotely went smoothly, except for one casualty: the names, Social Security numbers and other private records of about 800,000 adults and children.
Four computer storage devices for the California Department of Child Support Services went missing somewhere between Boulder, Colo., and Sacramento earlier this month while they were in the possession of IBM and Iron Mountain, Inc, the department announced Thursday.
The backup storage cartridges also contained addresses, driver's license numbers, names of health insurance providers and employers for custodial and non-custodial parents, and their children.
The cartridges had been sent to IBM's facility in Boulder as part of a disaster simulation, so the technology company could test whether it could run the state's child support system remotely, said Christine Lally, a spokeswoman for the state's Office of Technology Services.
After testing was completed successfully, the data cartridges were to be sent back to California. Typically, secure transportation for sensitive materials are provided to the state through Iron Mountain but the company doesn't fly, so FedEx transported the cartridges.
"We believe that the container was not properly secured, thus allowing the container to open and then spill out," Lally said.
IBM did not immediately respond to a call seeking comment.
The department has notified all those possibly affected by the March 12 data loss via mail, and has notified the three major credit reporting agencies, the state attorney general's office and the state Office of Privacy Protection.
The child support department is recommending that those affected by the breach place a fraud alert on their credit cards, get copies of their credit reports and take other appropriate steps to protect their identities.
The agency's interim director, Kathleen Hrepich, says the incident won't affect the processing of child support cases.
There's a chance the information from the California Department of Child Support Services won't be accessible because a specialized machine is needed to run the cartridges the data is stored on, and special hardware and software are needed to read it, said Lally.
"(A data cartridge) is definitely not something that you or I could just pop into our laptop," Lally said.
Thursday's announcement isn't the first time massive amounts of personal information entrusted to IBM has been lost.
Last March, IBM informed insurer Health Net that the company could not find drives containing information for 1.9 million enrollees. The lost information included financial information, Social Security numbers and health histories.
The state's contract with IBM for the disaster services contract began August 1, 2008, and expires July 31, 2012.
"Obviously, the California state agency picked IBM because it trusted its expertise in securing highly sensitive personal data," said Beth Givens, director of the Privacy Rights Clearinghouse.
"Unfortunately, we can't assume that our sensitive personal information is safeguarded to the extent that it should be," Givens said.
The San Diego-based organization tracks data breaches and estimates at least 550 million personal records have been breached since it began tracking them in 2005.

A long-term study
With regard to the consumption of commercial baked goods, the results are equally conclusive. "Even eating small quantities is linked to a significantly higher chance of developing depression," as the university researcher from the Canary Islands points out.
The study sample belonged to the SUN Project (University of Navarra Diet and Lifestyle Tracking Program). It consisted of 8,964 participants that had never been diagnosed with depression or taken antidepressants. They were assessed for an average of six months, and 493 were diagnosed with depression or started to take antidepressants.
This new data supports the results of the SUN project in 2011, which were published in the PLoS One journal. The project recorded 657 new cases of depression out of the 12,059 people analysed over more than six months. A 42% increase in the risk associated with fast food was found, which is lower than that found in the current study.
Snchez-Villegas concludes that "although more studies are necessary, the intake of this type of food should be controlled because of its implications on both health (obesity, cardiovascular diseases) and mental well-being."
The impact of diet on mental health
Depression affects 121 million people worldwide. This figure makes it one of the main global causes of disability-adjusted life year. Further still, in countries with low and medium income it is the leading cause.
However, little is known about the role that diet plays in developing depressive disorders. Previous studies suggest that certain nutrients have a preventative role. Since cancer can be likened to a community of bacteria, the researchers zeroed in on a simple bacterial model to examine the progression of resistance to drugs under high competition and stress conditions.
Among their key findings: they discovered emergent cooperative outcomes between the two cell types after modifying their game theory framework to account for heterogeneous stress patterns.

The famous folks stepped up their games on Monday night's "Dancing With the Stars," battling it out with the jive and the quickstep. The judges, however, weren't as kind as they were last week, which saw some of the highest scores ever for a season premiere.
Since there wasn't an elimination last week, Monday night's scores were combined with last week's, plus the fans' votes, to determine who gets the boot on Tuesday (March 27).
Here's how everyone fared:
Katherine Jenkins and Mark Ballas
They danced a casino-themed jive, and the judges thought that her performance was sexy. Judge Carrie Ann Inaba said she had "beautiful lines." "The blonde bombshell is unleashed," judge Bruno Tonioli said. "I know sexy when I see it and you've got it." 52/60
Roshon Fegan and Chelsie Hightower
The young Disney star who fancies hip-hop moves over ballroom dancing took on the quickstep. Head judge Len Goodman said, " It was young, it was fresh and I thoroughly enjoyed it! Good dancing!"49/60

America's favorite former TV nerd didn't turn judges on as he did the week prior. The football superstar was assigned the quickstep and got perhaps one of the best compliments from the hard-to-please Goodman, who told him he thought the judges underscored him last week and that his performance was "up there with the best I've seen tonight." 45/60

The duo danced a super-fast jive, which took them off-beat a few times. That said, the judges thought their moves were sharp and clean. Inaba said he over-danced it and it threw them off. "I liked your attitude. I liked your energy. You attacked the dance, and because of that, you lost a little bit of control. But you've done two dances, and I thought they were of acceptable standard to take you through to next week," Goodman said. 44/60
Gladys Knight and Tristan MacManus
The R&B legend took on the quickstep and Tonioli liked it but cautioned that she needs to be mindful of her frame. "As much as I admire you, I didn't ... appreciate the dance tonight," Goodman said. 42/60

The threat of "legal options" of course, is to silence the cacophony of voices wishing that the roadblock to reason would simply step down. The threat also seems to ?be coming from HIS office alone, not anywhere else.

ScienceDaily (Mar. 22, 2012) ? One of two NASA spacecraft orbiting the moon has beamed back the first student-requested pictures of the lunar surface from its onboard camera. Fourth grade students from the Emily Dickinson Elementary School in Bozeman, Mont., received the honor of making the first image selections by winning a nationwide competition to rename the two spacecraft.
The image was taken by the MoonKAM, or Moon Knowledge Acquired by Middle school students. Previously named Gravity Recovery And Interior Laboratory (GRAIL) A and B, the twin spacecraft are now called Ebb and Flow. Both washing-machine-sized orbiters carry a small MoonKAM camera. Over 60 student-requested images were taken by the Ebb spacecraft from March 15-17 and downlinked to Earth March 20.
"MoonKAM is based on the premise that if your average picture is worth a thousand words, then a picture from lunar orbit may be worth a classroom full of engineering and science degrees," said Maria Zuber, GRAIL mission principal investigator from the Massachusetts Institute of Technology in Cambridge, Mass. "Through MoonKAM, we have an opportunity to reach out to the next generation of scientists and engineers. It is great to see things off to such a positive start."
GRAIL is NASA's first planetary mission to carry instruments fully dedicated to education and public outreach. Students will select target areas on the lunar surface and request images to study from the GRAIL MoonKAM Mission Operations Center in San Diego.
The MoonKAM program is led by Sally Ride, America's first woman in space, and her team at Sally Ride Science in collaboration with undergraduate students at the University of California in San Diego. More than 2,700 schools spanning 52 countries are using the MoonKAM cameras.
"What might seem like just a cool activity for these kids may very well have a profound impact on their futures," Ride said. "The students really are excited about MoonKAM, and that translates into an excitement about science and engineering."
Launched in September 2011, Ebb and Flow will answer longstanding questions about the moon and give scientists a better understanding of how Earth and other rocky planets in the solar system formed.
NASA's Jet Propulsion Laboratory in Pasadena, Calif., manages the GRAIL mission for NASA's Science Mission Directorate in Washington. The Massachusetts Institute of Technology, Cambridge, is home to the mission's principal investigator, Maria Zuber. GRAIL is part of the Discovery Program managed at NASA's Marshall Space Flight Center in Huntsville, Ala. Lockheed Martin Space Systems in Denver built the spacecraft. The California Institute of Technology in Pasadena manages JPL for NASA.

On 21 March 2012, the Australian Communications and Media Authority (ACMA) announced new Commercial Radio Standards that strengthen the rules on advertising and the disclosure of commercial influence on commercial radio programs.
The ACMA reformed the Disclosure and Advertising Standards and chose to revoke the Compliance Program Standard. The ACMA?s reforms to the Disclosure Standard:
The reforms to the Advertising Standard aim to make it clear that advertising must be distinguishable from other program material at the time of broadcast, rather than later in the segment.
The Compliance Program Standard, which required commercial radio licensees to undertake compliance education and audits, will be revoked.
The Regulation Impact Statement was prepared by the ACMA and assessed as adequate by the Office of Best Practice Regulation.

LONDON (AP) ? As Usain Bolt races down the Olympic track, will London's Internet infrastructure be able to keep up?
Let's hope so.
Experts say the network should be able to cope ? but they warned of sluggishness during peak times and said an unexpected surge could easily push the system over the edge.
British Olympic Association chief executive Andy Hunt has predicted that the 2012 Olympics will be the "Twitter Games," and those responsible for London's network of fiber optic cables, phone masts and Wi-Fi hotspots are bracing for a data deluge as the events get under way.
"There is the potential for a massive hit on the infrastructure," James Blessing of Britain's Internet Service Providers Association said.
Mobile company Vodafone said it also expected a data tsunami, saying "this summer it's going to be the equivalent of England playing in the World Cup final on Christmas Day, every day for the 17 days of the games."
Network engineers face a one-two punch: One is the influx of smartphone-wielding spectators, many eagerly updating their Facebook status from the Olympic Stadium or keeping up with the medal tally on Twitter. The second is unprecedented flow of video being streamed live to the Internet by Britain's national broadcaster, the BBC.
The combination has the potential to snarl Internet traffic. Olympic planners have already told London businesses to prepare for sluggish service during the games or even interruptions "in very severe cases." Data rationing remains an option, even if those involved played down the possibility.
Nationally, one of the biggest contributors to the Internet surge is expected to be the BBC, which plans to provide live coverage from up to 24 locations besides its three main channels of edited content. The broadcaster predicts that the footage, streamed to computers across Britain, will help generate a terabit (1 trillion bits) per second of traffic at peak times ? the equivalent of 1,500 people downloading a feature-length DVD-quality movie every minute.
"It's between five and 10 times their normal output," Blessing said.
He said the unprecedented level of coverage was great news for workers caught behind a desk during the 100-meter dash. But it could be a major headache for an IT staff trying to manage the ADSL2+ connections used by many small businesses in London.
"The problem," Blessing warned, was the potential for "20 people to have 20 live streams on their computers. Twenty live streams at a 1 meg(abits per second) each ? that's your entire broadband capacity wiped out."
At the Olympic Park and other venues, the issue is one of concentration. Tens of thousands of athletes, organizers, media and police will be clamoring to make calls, share scores, file photographs and send footage in real time. The BT Group PLC estimates it will see the some 60 gigabits fired across the Olympic network every second, much of that bouncing back and forth between 94 different venues.
To that end, the company has deployed hundreds of staffers and laid thousands of kilometers (miles) of fiber optic cable ? in many cases "doubling up" so if one cable breaks, the other picks up the load. A purpose-built top-of-the-line Wi-Fi network ? supported by 1,800 access points ? will keep Olympic staff connected on the go.
Howard Dickel, who is in charge of BT's Olympic delivery program, said as many as 25 phone masts are being installed across the 500-acre park, part of what he described as mobile telephone companies' attempt to give the area "the maximum capacity that they can provide given the laws of physics."
Keeping Olympic Park spectators communicating might be tougher task. Organizers expect that at peak times around 250,000 visitors, many toting data-hungry smartphones, will be in and around the venue, which is two-thirds the size of Manhattan's Central Park. They won't have access to the Olympic Wi-Fi network, so squeezing out a celebratory tweet or an Instagram photo might prove a challenge, particularly at the 80,000-seat Olympic Stadium.
Both Dickel and Blessing said outside the park much would depend on how well the British squad performed. If there were no surprises, the system would most likely handle the ebb and flow of extra data with little problem. But if a British athlete went for gold in an obscure sport, or if a pole vaulter failed spectacularly, or if some other world event intervened ? a terror attack, an earthquake, an Icelandic volcano ? then there might be an overload.
Internet service providers have spent the past year and a half bracing themselves. Dickel said BT had brought forward its planned 2.5 billion pound ($4 billion) investment upgrade program.
The chief operating officer of cell phone service provider O2 said his company had devoted 50 million pounds ($79 million) for Olympic-related projects. The Vodafone Group PLC, one of the world's largest mobile phone providers, said it was boosting coverage in public spaces ? such as London's central Hyde Park ? that are expected to see big crowds.
So far officials said they haven't felt the need to impose limits on how much data Londoners can use.
"Hopefully, no one will notice a thing," Blessing said. "We win if no one notices anything."
